Register of Registrable Controllers (RORC)

Register of Registrable Controllers (RORC) is a private register containing information on a company’s controllers, also known as beneficial owners — individuals or legal entities with significant interest (ownership) or significant control over the business.

Who must comply

Since 31 March 2017, all companies (including foreign companies) and LLPs must set up and maintain a private RORC at their registered office address, unless exempted. This applies even if the business is dormant or undergoing winding up, striking off, receivership, or judicial management.

Exempted entities are listed under the Fourteenth and Fifteenth Schedules of the Companies Act and the Sixth Schedule of the Limited Liability Partnerships Act. Exempted businesses must still inform ACRA of their exempt status via the Update Register of Registrable Controller eService, and declare the exemption when filing annual returns.

What to include in your RORC

For individual controllers, if identifiable:
Full name, aliases (if any), residential address, email address, contact number, nationality, identity card or passport number, date of birth, date of becoming a controller, and date of cessation (if applicable).

For corporate controllers, if identifiable:
Name, unique entity number (if any), registered office address, email address, contact number, legal form, jurisdiction and law of formation/incorporation, name of the corporate registrar (if applicable), identification/registration number (if applicable), date of becoming a controller, and date of cessation (if applicable).

If controllers can’t be identified after taking all reasonable efforts, the business must instead identify individuals with executive control — for companies, this means directors with executive control and the CEO; for LLPs, partners with executive control. Documentation showing the reasonable efforts taken must be retained, as ACRA may request it.

Maintaining your RORC

You only need to update your RORC when a controller’s details change — there’s no need to update if nothing has changed. When a change occurs, the private RORC must be updated within 7 days, and the change filed with ACRA’s Central RORC within 2 business days after that.

Annual verification notices: even without any changes, businesses must send annual notices to registrable controllers to confirm their details remain accurate.

Filing with ACRA’s Central RORC

Filing with ACRA’s Central RORC has been required since 30 July 2020. Filing deadlines:

  • Businesses incorporated or registered from 16 June 2025: file RORC information the same day they register, via Bizfile
  • Businesses previously exempted, now filing for the first time: within 2 business days of setting up the private RORC
  • Any update to an existing filing: within 2 business days of updating the private register

There are no extensions available. Missing a Central RORC filing deadline can lead to prosecution and fines of up to $25,000. Failing to send required annual verification notices can also result in fines of up to $25,000 — for the company, its officers in default, and any controller who fails to respond.

Who can access your RORC

RORC information can be accessed by company officers (directors, secretaries) and corporate service providers responsible for maintaining it, and by law enforcement agencies investigating matters like money laundering. It is not available to the public, and shareholders who aren’t also company officers cannot view it.
